I think it's fine. I'm really not sure what the publishing process for Solr/ Docker, etc. is going to be - hence I can't offer any reasonable help with arranging it. Publications are a convenient way to assemble everything a project (module) publishes but they're definitely not the only possibility (as is with most things in Gradle).
