   ### Motivation
   
   - Legacy PIPs were converted in earlier PRs from the Pulsar wiki. Some additional cleanup is needed.
   
   ### Modifications
   
   - Move embedded base64 images to files so that the images get rendered
     - example: 
       - before: https://github.com/apache/pulsar/blob/f7671491735cbd455134c94089265db7ce0cd8bd/pip/pip-31.md#transaction-flow-transaction-flow
       - after: https://github.com/lhotari/pulsar/blob/lh-fix-pip-images-and-anchor-links/pip/pip-31.md#transaction-flow-
   - Add `PIP-` prefix to PIP listing for a way to search in the markdown file
