I use PropertyConfigurator.configureAndWatch to update the log4j configuration
at runtime. In my test, I have this line originally:
log4j.logger.a.b.c = INFO
which I change at runtime to:
log4j.logger.a.b = WARN
but afterwards I can still see log entries at INFO level for the a.b.c logger.
I'll attach my code and configuration.

Unless you specify log4j.reset=true, then each additional configuration file is additive.  Things that 
appeared in the first configuration file are still active.  So instead of replacing the setting of the threshold 
for logger "a.b.c", you are just adding a threshold for "a.b".  So when you log using "a.b.c" is sees the 
threshold set in the first file and isn't affected by the threshold set on "a.b."

I know it is weird, but I believe it is acting as designed.

Well then I guess the bug is that log4j.reset is not true by default.
Anyway, now I'll add log4j.reset=true to all the log4j.properties files I can
find anywhere.
