The randomization in {{TestStreamEnvironment#setAsContext}} is ineffective, it is not used. 

The problem is that the buffer debloat can be configure only through the tasks manager configuration. Configuring through the {{StreamExecutionEnvironment}} is not possible.

We should either:
1. Fix the randomization
2. Implement configuring buffer debloating through {{StreamExecutionEnvironment#configure}}
