   ## Summary
   - Remove Gradle 4.0 from `GradleCompatibilitySpecTest` parameterized test — downloading `gradle-4.0-bin.zip` from services.gradle.org frequently times out in CI, causing spurious failures
   - Gradle 5.5 remains to verify the "below minimum 5.6" rejection logic
   - Simplify `assumeGradleVersionCanRunOnCurrentJava` guard that had a special case for 4.0
   
   ## Test plan
   - [x] Gradle compatibility test still validates minimum version rejection via Gradle 5.5
   - [x] `assumeGradleVersionCanRunOnCurrentJava` correctly skips Gradle < 7.3 on Java 17+
