LICENSE NOTICE file is in incorrect location

Hi !

In Apache sis [1] project LICENSE/NOTICE files are at incorrect location in
SIS webapp war file. So I try to solved this but didn't find a solution.
This project have  four POM.XML files and there sis-parent [1] , sis [2] ,
sis-core and sis-webapp [4].
