Can apisix plugins work on api interfaces in other apisix plugins

Can apisix plugins work on api interfaces in other apisix plugins?
For example, let the ip-restriction or jwt-auth plugin work on the  /apisix/admin/* interfaces.

Hi:

This is an interesting question, and APISIX does not currently support this
use method.

We can add this as new feature.
