nodetool move gives exception

When I did nodetool move <newToken>, nodetool streams for that node shows
mode:bootstrapping
but modetool move gave following exception

but the mode is still bootstrapping...

what does that mean?

That looks like it was asked to move when it didn't know about any
other nodes in the cluster.  Usually this indicates a <seed>
misconfiguration.
