Patch attached where UpdateHandler looks through all its request handlers, and if found implementation for {{CdcrRequestHandler}}, assigns CdcrUpdateLog with the passed arguments in solrconfig.xml. I understand {{UpdateHandler}} is an abstract class, but the implementation for check-for-Cdcr would be there and there itself.

If given +1 on approach, will change cdcr related tests everywhere binding to it.
