Automatic properties

Does the autoprops feature only work from the client config file? I would
like to set the policy for which files to svn:mime-type on my svn server for
all users and repositories with preferably one file, but can't seem to get
it to work by using the server's config file. If I use the client's config
file to enable autoprops it works as expected. Am I confused about the
general operation of the config files?

No, you've got it right.  And you're the Nth person to request this. 
There's a whole family of feature requests related to "server side
config files", which simply don't yet exist.  But the requests have all
been duly noted.  :-)
