Description: This Jira is trying to add basic partition command API, `AlterTableAddPartitionExec` and `AlterTableDropPartitionExec`, to support operating datasourcev2 partitions. This will use the new partition API defined in [SPARK-31694|https://issues.apache.org/jira/browse/SPARK-31694].
