Thanks [~ab] for creating this. I will keep the sim changes in SOLR-12823 to minimal (compile, but not necessarily have tests passing). If by then you have fixed this one then perfect, otherwise I'll get back to you to discuss options before I submit a PR there.

Were you thinking of replacing the clusterstate.json version by some usage of the ZooKeeper transaction id (zxid), or do you see an implementation where individual state.json version numbers can be used?
