webhdfs has different goals than NN RPC.  In particular, NN RPC can be changed in incompatible ways in a major release, whereas webhdfs cannot.  One of the main purposes of webhdfs was to provide a stable API for doing distcp across versions.  I do not think we should expose NN RPC calls directly unless we can find some way to address this.
