module config

Could someone give me a clue?

What causes the server to go through the module configuration
steps?

The reason I ask is that I've got a server that want's to 
reconfigure all of the modules as it forks the children.
At this stage, EUID is nolonger root so the children don't
have permissions to read various files etc.

I'm currently trying to figure out if this was something I
changed, or a change that got incorporated in the cvs update
this morning.

Help appreciated.
