fork-join error

I have a fork-join in my workflow. In our dev environment it works fine, but in test I get this error:

Error: E0735 : E0735: There was an invalid "error to" transition to node [fail] while using fork/join

It looks like much like this issue:

We are using oozie 3.3.2

The oozie and hadoop versions are both the same. Any ideas why it would work in one, but not the other?
