Greg Rahn closed IMPALA-1407.
-----------------------------
    Resolution: Won't Fix

Closing this as won't do but created IMPALA-5913 as this would implement a means to solve this problem that is more in line with standard database behaviors.

> The CREATE FUNCTION statement will create a function in the current default db if the function name is not explicitly qualified with a db. Instead, it should put the function into a global namespace (outside of any db), so it can be referenced in a statement without having to write 'db.fn'.
