This already exists - you can use the --jars flag to spark-submit or set 'spark.jars' manually.

> yarn-standalone mode supports an option that allows adding jars that will be distributed on the cluster with job submission. Providing similar functionality for other app submission modes will allow the spark-app script proposed in SPARK-1126 to support an add-jars option that works for every submit mode.
