JDK 23+ line doc comments ([JEP 467](https://openjdk.org/jeps/467)) were temporarily disabled via https://github.com/apache/netbeans/pull/7907
Now that NB begins to target newer JDKs for javadoc generation we should try to cleanup the codebase and get rid of multi-slash code decorations so that `--disable-line-doc-commentsn` can be removed again.

used a few regexp passes to normalize non-javadoc comments and put it into a local branch. Only have to split it up properly and find a good time to integrate it.
