   ## This Tech Debt Report affects these Traffic Control components:
   - Documentation
   
   ## Current behavior:
   The Traffic Monitor administration documentation page has a "Configuring" section, but that section does not explain the format of Traffic Monitor's configuration files, unlike, say, Traffic Op's section on its main configuration files (e.g. "cdn.json" or "cdn.config" as it's often called).
   
   ## Expected behavior:
   The docs should lay out configuration file formats.
   
   ## Steps to reproduce:
   1. Read the docs
