The repository where we would host the binaries for the build is here: https://github.com/ververica/tpc-ds-generators
As per the TPC-DS EULA, I tried to add a big notice that referring users to the original source.

For the queries, we do not add the templates or query generator, but only the queries that are produced, for example here:
  - https://github.com/StephanEwen/flink/blob/master/flink-end-to-end-tests/flink-tpcds-test/tpcds-tool/query/query1.sql
  - https://github.com/StephanEwen/flink/blob/master/flink-end-to-end-tests/flink-tpcds-test/tpcds-tool/answer_set/1.ans

I would add the TPC EULA for reference and a similar disclaimer / pointer to the README in the "flink-tpcds-test" directory pointing to the original source (TPC).

Note that none of this would be part of a binary release artifact, but only of the source release.
I also assume we need to put a reference into the NOTICE file of the source release, concerning these test queries.
