[VOTE] Release Codec 1.4 based on RC4
I have prepared a fourth release candidate for Codec 1.4 following the
feedback from the third.

I'm not a committer, but this +1 vote from me conveys my intention to
watch the mailing list for any problems, issues, ideas related to
codec-1.4 for at least the next... umm.... year?
(Sorry about delay on my vote... just hadn't found a moment to play
around with the RC4 artifacts yet.)

The CLIRR page reminded me that there is no automated way to make sure we have added @since 1.4 tags in all the right places.
For example, Hex.DEFAULT_CHARSET_NAME was missing its @since 1.4, now in SVN.

Tested -src.zip with ant and mvn builds on Sun Java 1.6.0_15 on Windows XP 32-bits.

I didn't notice CODEC-85 because there was no related commit. Comment
on the bug when it was set to "resolved" was that it had been fixed as
part of CODEC-73.

there are 7 issues in JIRA set to resolved:

IF they're part of 1.4, they should be closed now. What makes me wonder is
that all fixed are part of

except CODEC-85. Possibly a bug in the maven-changes-plugin - the issue has
some "suspicious" characters in the subject ;-)
