Airavata Website changed to TLP

Hi All,

We are pleased to announce the website and content is migrated from incubator and deployed into the top level project. The new website for Apache Airavata project is http://airavata.apache.org/

The release management guide has still incubator pointers and will be updated during the next release.

As always, the website will always be in active development and contributions and corrections are welcomed and appreciated.
