The multi-tenancy design about iotdb

Hi everyone, we have designed a multi-tenancy function of iotdb.
which can limit the resource usage of databases or users;
the following link is the user's manual[1] and the design doc[2].

And we have developed one of the space quota[3], due to no reviewers for a long time, which have some conflicts now,
We will resolve the conflicts later if no one has objections to the design. And submit the remaining code to the community.

Any comments are welcomed.
