### Task Summary
Let the backend remember, per workflow, whether it is offered as a form, and expose changing it.
- migration `sql/updates/42.sql`: `ALTER TABLE workflow ADD COLUMN is_parameterized BOOLEAN NOT NULL DEFAULT false`
- `WorkflowResource`: `/parameterized/{wid}` and `/unparameterized/{wid}` endpoints toggle it — a plain save preserves the stored value and never changes it
- `WorkflowVersionResource`: carry it across versions
- `UnifiedResourceSchema`, `WorkflowSearchQueryBuilder`: include it in listing/search
