You're getting close to two years of incubation. Let's start working
on getting you on a path to graduation. See below for some thoughts on
what I see as key issues based on your reports and a quick review of
list and commit activity.

Have you identified potential new committers yet? AFAICT you haven't
yet added a single new committer since you started incubation. Recent
issue tracker activity as seen for example in [1] seems to suggest a
number of potential candidates.

I'm also a bit worried about the continued dominance of commit
statistics by a single committer (98% of commits so far this year).
For diversity reasons (incl. the bus factor) it would be good if also
other (existing and new) committers could be encouraged to work on the
codebase more frequently than just once or twice a year.

Let me know which accounts need Jenkins access so I can add them as
job admins [2]. Note that in a typical CI build the build
configuration often remains fairly static while tests can be added or
modified by updating the version-controlled build scripts invoked by
the CI build.

It would be great to add accounts 'benh' and 'matei'. Also, what is
the possibility of getting a generic 'mesos' account?
