updating / releasing shared uima-wide parent pom
In preparation for some upcoming releases, I'd like to upgrade the uima-wide
parent-pom, going through all the various versions of things it specifies, and
make them all the "current" versions of things. This would include its parent -
the apache-wide pom.
Any objections? Anyone know of some gotcha's we should watch out for?

I'd be good for UIMA-AS, UIMA-DUCC and others to upgrade to the new uima-wide
parent pom to weigh in on this. In particular UIMA-AS also has Eclipse plugins.

first issue:
Migrating to version 13 of apache-wide pom upgrades maven-jar-plugin from 2.3.2
to 2.4. This breaks m2e (at least) builds. See
http://comments.gmane.org/gmane.comp.ide.eclipse.plugins.m2eclipse.user/9189
So, I stuck in a version for maven-jar-plugin to downgrade it back to 2.3.2.
