I followed your instructions step by step, but it still isn't working

HTTP Status 404 - /solr/admin 
type Status report 
message /solr/admin 
description The requested resource (/solr/admin) is not available. 

I used
Apache Tomcat/6.0.35
Xampp 1.7.7
Sun JDK 7
