If you have problems with the build, you might consider just writing a note in
the list, instead of submitting a bug.

First of all, I've never had any problem with "missing tlds" in the build.  If
you say it "breaks", you're going to have to give us more details than that.

There is no "build.properties" file in the source distribution.  It's intended
that you make a copy of "build.properties.sample" into "build.properties", and
edit the fields.  I'm going to bet that you unzipped the 1.1b3 distribution into
an existing directory tree, with an existing build.properties file.

The variable "struts.home" is derived from the root directory of the build. 
It's not intended to be set in any build.properties file.

I'm going to resolve this.  If you can provide more details that show a real
problem, please reopen it.
