Not seeing how changing part and rawbody semantics is worth it in this case.

John already has rule in sandbox which matches these:

mimeheader   OBFU_HTML_ATTACH    Content-Type =~
m,\bapplication/octet-stream\b.+\.s?html?\b,i

There's only handful of this type of spam in ruleqa.

Bug 6439 patch barely found few new uris from all samples combined. No
meaningful new rendered text was added either that would be useful for rules.
Inclined to close this without proof of some usefulness (actual URIBL hits or
useful body rules).
