New mailing lists to use!

Hi NPanday community!

We now have our mailing lists set up to use at Apache. Please post to the following in future:

- for NPanday usage questions; npanday-users@incubator.apache.org (subscribe by posting to npanday-users-subscribe@incubator.apache.org)
- for NPanday development; npanday-dev@incubator.apache.org (subscribe by posting to npanday-dev-subscribe@incubator.apache.org)
- to follow NPanday commits; npanday-commits@incubator.apache.org (subscribe by posting to npanday-commits-subscribe@incubator.apache.org)

Once everyone is subscribed to these lists we can move forward with the discussion on how to migrate, re-establish procedures, and move forward with NPanday development.

I'm currently the only moderator for these lists - any other volunteers?
