Bump jclouds dependency from v2.0.2 to 2.0.3
Updates to use recently released jclouds minor release 2.0.2 to 2.0.3.
Notable fixes for Apache Brooklyn include:
- Support for official CentOS images in the AWS Marketplace
- Azure ARM updates
This builds but tests have not been run - let's see how Apache's Jenkins PR builder gets on here while I run a few manual tests!

I think manual smoke tests especially of ARM and AWS will be a good indication. wdyt?

Some smoke tests have passed, as has the Jenkins PR builder. What testing is normal for a jclouds version update?
