cocoon changing root element on doctype

I have the following DOCTYPE on a document 
<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE book PUBLIC
        "-//Carlos Araya//DTD novel version 1//EN"
        "http://valinor.sjsu.edu/xml/dtds/novel.dtd">
<?xml-stylesheet type="text/xsl" href="novel-fo.xsl"?>  

but I'm getting the following DTD when I try to access the document

<!DOCTYPE HTML PUBLIC "-//Carlos Araya//DTD novel version 1//EN"
"http://valinor.sjsu.edu/xml/dtds/novel.dtd">

What am I doing wrong?
