   I resolved merge conflicts and also added a commit that moves the additional actions into SNIActionPerformers as the change was small.
   
   `ssl_client_hello_callback` still have `SSLNetVCAccess` and we'd probably need another abstraction (TLSBasicSupport) to get rid of it. I think `TLSBasicSupport` is also needed to use TSSsl* APIs on QUIC connections since the API implementations currently cast continuations to SSLNetVC.
