[RESULT][VOTE] Release Apache Oltu Commons v2

Hi all,

more than 72h have passed and the current vote can be clsed and passes with
the following resolution:

4 binding votes from PMC members:
 * Simone Tripodi
 * Antonio Sanso
 * Stein Welberg
 * Jasha Joachimsthal

No other votes were casted.
I am going ahead and promote the artifacts.
