   ### Superset version
   0.25.6
   
   ### Expected results
   Database upgrade script completes
   
   ### Actual results
   It is upgrading the sqlite db and not our postgres db. 
   we get this error in the upgrade - /opt/superset-venv/local/lib64/python2.7/site-packages/sqlalchemy/dialects/sqlite/base.py:1425: SAWarning: WARNING: SQL-parsed foreign key constraint '(u'datasource_name', u'datasources', u'datasource_name')' could not be located in PRAGMA foreign_keys for table metrics
   
   ### Steps to reproduce
   
   create a superset_config.py and set the db to a different database other than the sqllite
   Run superset db upgrade
   you will see - INFO  [alembic.runtime.migration] Context impl SQLiteImpl.
