Jira issue description formatting

Infrastructure has completed a request I made to enable a wiki style
renderer in the description field of VCL project Jira issues.  Comments
already had the wiki style renderer enabled but the main description field
didn't -- it only displayed plain text.  I saw some other projects' issues
with fancy formatting and thought it would be helpful for our own.  Here's
an example of an issue I added tags to:
