modificationCheckInterval is documented with wrong units

The javadoc for org.apache.velocity.runtime.resource.Resource reports that 
modificationCheckInterval is in milliseconds and that 
setModificationCheckInterval takes an interval in minutes.  Neither is 
correct.  The truth appears to be that this value is interpreted as seconds.
