Number of Threads

Sorry if this has been asked before (I couldn't find it in the
archives).

I get 24 threads every time James is run.  <spoolmanagerthreads> is set
to 1, while <capacity> in Avalon.conf.xml is set to 64.  Neither of
these two settings seem to make any difference to the number of threads
initially run on startup.

This is no problem on the large mail server I just put together with
James, but now that I'm running James as a mailer on my laptop, I'd like
to get this number down a bit... :-)

I'm running 1.2.1rc2.
