tl;dr perl script for munging DMARC caused load to skyrocket (18+ for 1,5,15) 
and caused excess delays (30-60min delays) 

Tony put in a quick hack to 'exit 0' from that script. Load average dropped considerably. 

Creating a ticket so we don't lose this.
