[ANNOUNCE] Welcome Rishi Verma as OODT committer and PMC member

Hi Folks,

A while ago I nominated Rishi Verma to be an OODT committer and PMC member. I'm happy to announce, that is now a reality.

Thank you Chris!

I'm happy to be on board. Looking forward to making some useful contributions.

For those of you who don't know me, I currently work as a software engineer at Jet Propulsion Laboratory. Software projects I work on include the CO2 Virtual Data Environment portal (using OODT), the Deep Space Network, and ground-system software for a couple of missions such as Mars Science Laboratory.
