Built the 1.8.0.rc3 from source and ran the unittests on V100, T4, GeForce RTX and A100 GPUs.

Dear MXNet Community,
The MXNet 1.8.0 release is now completed. Thanks to all who pitched in and helped out along the way! Heres some items you can check out:
- The website has been updated and the 1.8.0 version [1] is now the default [2]
- The pip wheels have been fixed, regenerated via the CD pipeline, and uploaded to PyPI [3] and tagged as version 1.8.0.post0

Heres an update on the 1.8.0 release process:
The vote on general@ has passed [1]. I have tagged the final release on github [2] and removed the rc tags. We're still working addressing a packaging issue with the pip wheels to make them ASF compliant (there is an issue with static linking Nvidia libraries). After [3] is completed we'll backport to 1.8.x branch and build the wheels through the CD and then publish to PyPI.

Dear MXNet Community,
Heres an update on the 1.8.0 release process:
The vote on general@ has passed [1]. I have tagged the final release on github [2] and removed the rc tags. We're still working addressing a packaging issue with the pip wheels to make them ASF compliant (there is an issue with static linking Nvidia libraries). After [3] is completed we'll backport to 1.8.x branch and build the wheels through the CD and then publish to PyPI.
