Based on the [FLIP-266|https://cwiki.apache.org/confluence/display/FLINK/FLIP-266%3A+Simplify+network+memory+configurations+for+TaskManager], this issue mainly focuses on the first issue.

This change proposes a method to control the maximum required memory buffers in an inputGate according to parallelism size.
