Description:
Ensure that MiNiFi C++ can be compiled with the latest available toolchain on CentOS 7 and drop support for older ones.
If there are newer alternatives to devtoolset, those are fine, too.
Use C++17 on these configurations.

- devtoolset-9 https://pkgs.org/download/devtoolset-9, little documentation
- devtoolset-10 https://access.redhat.com/errata/RHEA-2020:5284, May only be available for RHEL.
