The are not in:
1. http://cordova.apache.org/docs/en/4.0.0/config_ref_images.md.html#Icons%20and%20Splash%20Screens
2. https://github.com/apache/cordova-plugin-splashscreen/blob/master/README.md

They used to be in config.xml:

Put them back in the plugin repo README.md.
I would have preferred just one preference here, where if the duration is greater than zero, effectively it is on, with a duration.
