I tried to get a Secure Conversation scenario working with Axis2/Rampart trunk. Service is secured at the binding level. But Axis2 throws a Must Understand Check Failed error. The reason behind this behavior is Rampart gets a null when trying to get the effective policy from the incoming message context. This happens only for the secure conversation scenarios.

A patch containing the fix for the above issue is attached herewith. I have verified the fix with a set of security scenarios which involve WS-Security, WS-Trust and WS-Secure Conversation.
