Transition of commons-sql to db.apache.org

Hi,

If anyone wants to add anything to commons-sql then do so now. I'm going
to copy the repo over to db.apache.org and rename the one in the
jakarta-commons.

Also, if the committers of dbutils and dbcp are interested in moving
their stuff over to db.apache.org I will help with that also.

Sure, no rush. Everything is setup for new projects. It takes about 5
seconds to get new project info on the main page because you don't have
to do anything. Just run the reactor and presto, the new project
information is harvested from the project's POM and shows up on the main
db.apache.org pages.

For us uninitiated, could someone give a short dissertation on what is
db.apache.org and why it would make sense to move these over? Not

I think I'd like to see dbcp follow dbutils, since we're in the processing
of refactoring some of the dbcp code out to dbutils.  I don't know if
anyone else has an opinion on this however.
