In Install Wizard > Customize Services > Config Groups, I was able to assign the same host to multiple groups or the same host twice to the same group, etc. See screenshots.  Note that I had only 3 hosts.
Also, I got into a state where I completely lost the 2nd host (default HDFS only has 2 hosts and the other one cannot be added back to any config group).
I'm not sure if this matters at all, but BEFORE getting to the Customize Serices page, I've bootstrapped with the 3 hosts in the cluster, removed the 3rd host, and went back to register the 3 hosts again.
