In NewIoTDB.java, we firstly call `config.setAutoCreateSchemaEnabled(false);`
and then reset it back to original value. However, in `setUp()` method,
RPCService has already been started, then between `setUp()` method and `reset`
operation, users' requests may come in, which will cause auto create sg
configuration doesn't take effect.
