## Problem
The live Eval egress proxy test can fail intermittently while completing a fragmented TLS handshake.
Observed in CI run https://github.com/apache/maka/actions/runs/33291789451/job/99204576252:

ERROR: test_fragmented_tls_record_prefix_still_handshakes
(first_fragment_size=2)
TimeoutError: timed out
```
The remaining six live egress proxy cases passed. The failure occurred in `finish_memory_bio_handshake` while waiting on `sock.recv` after `SSLWantReadError`. The triggering PR does not modify Eval or the egress proxy.
## Expected
The live test should distinguish a product failure from scheduling/network timing and remain reliable under ordinary CI load without weakening the fragmented-record coverage.
## Scope
Investigate the proxy/test handshake lifecycle and remove the source of nondeterminism. Avoid a blind retry or arbitrary timeout increase unless evidence shows the existing deadline is the incorrect contract.
