This Jira is to track and land the *HudiSparkUtils* and *HudiTablePathUtils* which were implemented for bootstrap datasource related work here [https://github.com/apache/hudi/pull/1702]

The purpose of doing this is to get the code in earlier so that it can be re-used for Spark MOR datasource support.
